Why do people have this annoying habit of Writing Every Word With A Capital Letter, It's Kind Of Stupid. English Isn't German Where Every Noun is Capitalized.
I'll correct you right now,
Prisons don't have access to heavy weapons such as that, unless you're talking about a POW camp or something, and it'd have to be a POW camp in a warzone. The biggest piece of firepower you're going to find is a rifle. Prisons actually have a lot less equipment than you think, in case the inmates overpower the guards, they don't gain access to a large armory.
If you've ever worked on cars, or made technicals like that, steel for one is extremely heavy. That's one of the reasons we don't build cars out of solid steel anymore. But if you're talking about a bus, it wouldn't be too big of a deal, but your safe passenger load goes down significantly.
Also, where will you have the electricity to weld or grind? Unless you're using Oxy-Acetylene welders, which in this case you need oxygen and acetylene to make them work. Also, is your grinder air powered or electric? Probably not air powered if it's in a prison.
Spikes don't rip anything, a cylinder with a concave edge will do that. Also, that will damage the axle with prolonged use. The same effect will be reached by just running them down, and that's not recommended. Don't subject the vehicle to unnecessary damage unless you feel like repairing radiators and other fragile parts on a regular basis.
Also, a metal grate has the same effect while not weighing the vehicle down another 400 pounds of solid steel. Your heavy weapons need to be scavenged from a military base of some sort, because anything local does not have access to HMGs.
My opinion for you is to scrap the bus idea and instead find lots of trucks and if you somehow come across the miracle of HMGs and the appropriate ammunition for them, weld tripods into the beds of the trucks and turn them into technicals. They don't need to be armored very much. You're not fighting an armed enemy. The US Army ran into this problem in the War on Terror when they uparmored their HMMWVs so much that the suspension, frames and chassis in general were braking because of all the extra weight.
The biggest problem you have is the necessary fluids to make the car work. Gasoline, antifreeze, engine oil, lubricants, coolant, hydraulic fluids, etcettera.
When the engine falls into disrepair, how will you fix it? Newer cars are especially susceptible to this, because they flat out aren't built to last. They also have numerous complex computer systems which you will have to work around, which if done incorrectly can make the car unusable simply because the computer brain has been destroyed. Contemporary cars (1992-Present) can't be hotwired without being a wiz with a computer, meaning you will always need the keys.
Start breeding horses, and leave this city. There is nothing for you here.

Hmmmm... My character is good with melee weapons so I would probably go to an abandoned construction site and stock up on some tools. The wrenches and hammers could really do some damage to a zombie neck or head. Plus, the powered tools might sell for some good money which could be used to purchase food or weapons from other survivors. Since there is a lot of building materials in the construction sight, I would barricade all entrances, and put some barbed wire on the fences. At night I would go out and look for other survivors, being sneaky in alleyways and such. My character is also an auto-parts worker and knows how to hot wire cars if you read my post in the character thread. Since he's not the biggest guy, he would rely on group power. If he was lucky enough he would probably find a group and use his skills to help them out.

Considering the few people there, I and a group of people could take out the zombies. Also, while there are few people there, there MUST be someplace for food and shelter, as some of the civilians walk around all day in and out! If all else fails, returning to the rest of liberty city and coming back is just about all I can think about doing! Besides, maybe I can find some fried chicken! That would make the end of the world delicious!!

I think the museum in central park would be good. The building has only 2 ways in. The side door and the window.(not 100% sure if the window works) Also the roof is accessible from the outside scaffolding. The park is mostly open so viability from the roof for zombies would be easier. (possibly 2 spotters up top for a lookout while the rest hold down the fort)Also huge water source there. Time Square is a few blocks away(food/supplies), also other businesses to the the east including Star Cafe(food/supplies), Hospital(health), and Grotti(supplies). Plus enough bones in that place to beat zombies heads in! Aslo I'm sure a lot of people in a desperate situation probably wouldn't be thinking about going to a museum to survive or hide.

Yea but the more people the better, to go there people would help on surplus runs and can repopulate the earth while there at it
